Wwoz new Orleans jazz?

I have been doing a world tour of music listening to wwoz fm while I'm
cooking!

I heard this song about a guy talking about phones, cell phones, pay
phones ect. At the end this girl calls him reversing the charge and he
ends up paying!

I'm so clueless about this music and any help would be great!
